Civica Appoints Local Government Fraud Expert to Strengthen Benefits Practice

15 March 2004, Sheffield... Civica, one of the UK’s most experienced providers of public sector consulting, software and managed services, has further strengthened its Revenues and Benefits team with the appointment of Local Government counter fraud expert, Helen Cimelli, as Benefits and Fraud Advisor.

Cimelli, who previously worked for South Norfolk and Great Yarmouth Councils, has over seven years of experience in housing, benefits and counter fraud. In addition, Cimelli has acted as Secretary to the Local Authority Investigation Officers Group (LAIOG), Eastern, for the past three years.

At Civica, Cimelli will spearhead the introduction of the company’s latest Authority Fraud solution to both existing and new local authority customers, as well as co-ordinating consultancy support for customers’ fraud management services. She will be based at Civica’s Sheffield office.

Paul Tonks, Director of Public Services at Civica, said, “Whilst effective software is fundamental, it’s only part of the solution. We have been focused for some time on driving our systems and consultancy support through people who have first hand ‘practitioner’ experience and knowledge. In this way we can target key outcomes and achieve real value for modern government.” Cimelli said “I am very pleased to be joining at an exciting time for the company. The management of essential social benefits is one of the most important and highly visible tasks for local authorities, yet can be complicated, costly to administer and vulnerable to fraud. From a great foundation of experience and stability, Civica is delivering enhanced benefits and counter fraud solutions and I look forward to working with customers to help them achieve improved services and greater efficiency.”
